I meant that we are limited by people (in the sense that we can’t do more work without more people), but aren’t limited by ideas (in the sense that we could do more work without any more ideas). I didn’t really mean to make a strong claim about the relative value of ideas vs. people.

(I think the relative value depends on the quality of the ideas. I do think that chugging along on existing ideas is relatively valuable.)
